    Well, my parts arrived and it turns out I didn't need them. There was one broken trace, and when I soldered a wire in its place, the board started working. Thank you for your help!

    I went ahead and ordered a new capacitor and voltage regulator from Digi-Key. (Actually, I ordered two of each, because I can break anything!) I'll spend a day or two and see if I can make the old board work. If I have my act together, I'll post whether it works.

    Mystery Light Switch

    Our 1991 motorhome has a switch on the gas detector panel, which remotely turns the propane on or off.  It operates a valve near the propane tank which is in addition to the hand-operated valve.  My understanding is that RVs haven't been built with the electric valve for decades.

    Our propane detector is a CCI, and it looks to me like the wire going to the propane shutoff is yellow, like the OP's extra wire.  I think it's kind of nice to be able to shut off the propane from inside the coach, so I wonder if installing a toggle switch that will send 12 v. to the shutoff...
