I don't know anything about the Anderson hitch. We had the B&W turn-over ball installed and bought the B&W Companion fifth-wheel hitch. Loved it! Just pull the ball out and drop the hitch in. Lock it, tighten one bolt and you were ready to go.

If your truck has the B&W turn over ball, you can get the B&W Companion fifth-wheel hitch. You just remove the ball and drop the Companion in the hold. No rails nor adaption to the truck bed. We have used one from the very beginning, because I wanted to be able to tow a horse trailer if I needed to.
If it really is just to keep the dog out - Have you considered one of those wood framed screen doors? I know somebody who used one on the door to their baby's nursery, to keep their cat out. It would be light-weight, but keep the dog out.
