Can't find a towing guide that goes back to 1999. Anyone see any reason why I can't tow this 99' Cherokee Sport 4WD behind my MH?
 
per my 1999 MH Guide it is towable if 4wd.  Get you hands on a Owners Manual and it will give you directions for towing it.
Almost any 4wd Jeep that has a neutral position on the transfer case is towable.  We have a 2004 Jeep GC 4wd that we tow.
 
Cherokees are a good choice, IMHO.  They weigh about the same, model for model, as a Wrangler (especially the '97-04 Wranglers) and they weigh considerably less than the new Wranglers.

As I recall, the average '99 Cherokee should come in around 3200 lbs. soaking wet.  If that's too heavy, try a pre-'97 as they're about 150-200 lbs. under that -- mostly due to the use of the fiberglass liftgate used from '84-96.
