You won't find that list because nobody can agree on one. Can't even agree on what criteria would be used to get on the list. Build quality? Features and amenities? Carrying capacity? Road manners & handling? Travel trailer or fifth wheel?
In any given price range, you will find that RVs are more alike than different. The more they squeeze the price down, the more cut corners on materials, framing, wheels & axles, quality or wiring and plumbing, etc. To that end, I would suggest looking at the more upscale brands and buying an older one to get fit into your budget if necessary.
