We have essentially eliminated weight distribution of trailer as a cause.
This shimmy starts in over 60mph, with no signs of it below that, right? At those speeds it is suddenly severe, yes? Does it do that on all pavement surfaces? Or on just some, like concrete?
This is beginning to sound like a harmonic thing as with unbalanced tires either on the trailer or on the tow vehicle. Check tire treads for signs of bad balance or mis-alignment like cupping or scrubbing or uneven wear. Wheels can be bent and will give such an effect. Have some drive the tow vehicle with the trailer attached some Sunday AM early with you following in another vehicle. Observe the trailer tires and even the TV tires to see what happens when the shimmy starts.
By the way, are those trailer tires ST or LT service as they should be or are they P service which they should not be?
