Generator isn't charging house batteries in Winnibago journey 2009

There are several things that could cause the batteries not to charge. If the batteries are more than 3-5 years old, that could be a factor, if the electrolyte level is low can be, a bad converter could, an open circuit breaker supplying the converter, and possibly a few other things.
 
"Not charging" is too vague. They can't charge if they're not provided charging current, they can't charge because they're bad, and both - batteries can be bad if they're not charged. More information is needed to isolate the problem.

Tripped breaker (on generator) If shore power charges them then this is Suspect #1

How did you determine they aren't charging? Voltage check?

Premium AGM chemistry house batteries can last over ten years if they aren't abused (routinely discharged below 50% of capacity). Non-premium flooded cell (wet) batteries might be useless in three years or much less if abused.

Do your chassis batteries get charged from the house batteries? Winnie should have installed a Trik-L-Start to divert a little charging current to the chassis batteries from the house batteries. Are your chassis batteries charged?
