Hot water heater 1997 vagabond pull behind

What am I missing.
Trying get my hot water heater going and I know I am missing things.
What am I missing and does it have to be camper model specific to work.
1997 37 ft vagabond pull behind

While I can't tell what make & model that water heater is, the picture has no pilot light or burner for the propane.

There are also no wires to supply 120V power to the electric heating element, but I'd assume that you already know that.

Agree with Kirk on what's missing for the gas burner, but I do see both hot & neutral 120v wires to heater element. Whether they are hooked to a power source is an unknown.

I'm pretty sure that's a Suburban brand heater but I can't tell if it is the SW model or the older RV model. The service manual for each is available for free at Service Documents and Manuals
 
For electric not only the ON/OFF rocker switch but perhaps a 2nd switch inside the Trailer. Plus shore power of course.

For gas. Generally there is something you hold down as you light the pilot. continue to hold it for 60 seconds after the pilot lights. then release. observe the pilot stays lit then turn to ON
