I don't doubt that there was additional cleanup, knowing how many campers are not aware of simple things like "pack it in, pack it out'. Its a win for the state however, less money spent on cleanup and it drives the campers into the state owned campground in the John Martin Reservoir State Park, where more fees will be collected.

I think it's really because management for the site switched from State CPW back to the US Army Corps of Engineers and I think the Corps generally does not allow dispersed camping on lands they manage
