when I turn on it blows cold air but if  I heat it up with my propane heater first it lights and works fine  please help

Could be the igniter gap might need adjustment...assuming you are pre-heating the fire chamber with your propane heater.
 
Preheat loosening up the stink oil accumulation plugging the fuel supply lines? What/where are you preheating? RV interior or the furnace itself?

Sure does sound like plugged propane lines. The stink oil additive is getting too thick in the cold for it to pass gas. ;) If you know what your doing it wouldn't be hard to turn off the gas, disassemble the gas line in the furnace compartment and blow them out. If you don't have compressed air, a spray can or two of throttle body/carb cleaner would do it, use the straw. Be sure the cleaner has evaporated from the lines before reassembling. Wear gloves your hands may stink when done.
