That may well be true, but I don't remember ever seeing a bare chassis towing anything. The tow rating of a motorhome assumes that owners will only tow with the motorhome mounted on the chassis.
They also assume it will be towed by a motor home with a steering wheel, but calling it the steering wheel tow rating would be wrong too.
 
Some parts of the chassis are drivetrain, other variables like aft of axle overhang, frame extensions, center of gravity, shocks, brakes,……are not, regardless how many others think so, factors in determining a MH’s towing capacity.
