On another note, I would say that applying for SD mail forwarding should require an in-person visit, since ID is required. There is no way for a mail forwarder/UPS Store to know that ID you send in is you, unless they have you on live video, like Skype, and can check the mailed-on ID that way and compare it with your face on live video. Or make you send in a live selfie via webcam or app, like Airbnb does.

If someone is trying to game the system, then even showing up in person is not necessarily a guarantee of identity. With fifty states, one district, and five territories issuing drivers licenses, they and other ID can pretty readily be faked. To say nothing of licenses and ID's issued in other countries. As long as a CMRA has taken the legally required steps to identify the client, they've met their obligations under the USPS regulations.
