When the DVLA (then DVLC) was first created in the 70's to centralise all UK licencing in Morriston, Swansea, it was a lethargic mess, The phone system was overloaded with people trying to get their licence renewals. My office was nearby, and I'd frequently receive calls from frantic drivers when the overloaded phone system misdirected their calls. I still recall one angry Scottish commercial driver mad at me for answering the phone 
At the time, we were in a national wage freeze, but either the DVLC &/or the unions found a way to set wages much higher than local employers. It was a magnet raiding employees.
BTW when British Gas was a government-run department, any time we ran into bureaucracy in the commercial world the standard saying was "it's like dealing with the Gas Board".
