Has anyone ever used a hitch-mounted, front wheel motorcycle caddy with an RV? The kinds that cradles the front wheel and lets the rear wheel roll on the road?

If so, ever had any issues? (motorcycle bouncing, swaying, etc.)

I looked at those a while back. Decided it was two dicey for a number of reasons.
Not many models out there with this configuration. That tells you something.
Each claims they have the only "safe" one. Who knows? The vertical stabilization is critical. You could make a mess out of your front if the cinches came loose; even just a little on the cornering.
Motorcycle tires have a very limited mileage life. I'd rather be on top of mine riding, than killing tread on a tow.

Depends. If you're talking Goldwing, or other shaft driven cycle, You will not be getting any lubrication to the spinning parts inside. Not a good idea. Get a small motorcycle trailer.

Saw one of these in Vegas last winter.  It had a big Harley on it.
