WATER PUMP WINNY 23-D ASPECT

Please shed some light on my issue with a newly installed water pump, I haven't used it since installed a month ago. The pump does not shut off when the tap is closed. It had worked properly when installed as I was there when it was tested. There are no water leaks & the valve is on the "water fill" not "city water".  There is water flow so the pump is primed.

Turn the seiector valve to the "city water" position and it will function properly.
