allison 1k 2k problem with neutral start

Vehicle: 2012 international terrastar with an allison 1k 2k gen 4 trans. Engine is a maxxforce 7 epa10.
Thanks ahead for any and all replies, Here is what I have
determined so far: The tcm is turning off N.S. (neutral start ouput)the signal voltage
to the ecm after three seconds which stops starter
operations. I have tested the I.M.S (internal mode
switch)circuits and they show to be correctly responding to
shifter position. The I.M.S. is responsible for making
circuit connection for the neutral start inside the
transmission and it does correctly. I manually verified the
ims neutral start circuit at transmission is functioning
correctly. It goes to zero volts when in neutral and park
and returns to 4.71 volts in all other shifter positions. If
I go to allison ouput data you can watch the tcm turn off
that ouput after three seconds key on. The data stream for
the I.M.S. switches is not changing when this happens which
would not cause the tcm to make a change in theory. I have
applied voltage to the ecm signal wire from tcm and the
starting system returns to normal. I can't seem to find what
else can make the tcm turn off that output function.
 
Turn out there is a problem inside the tcm(transmission control module) however I believe I have come up with a solution which will bypass the module and still work with the truck safety system.
