I don't have a problem with road use taxes/fees. But, I would strongly object to GPS monitoring because it would inevitably be abused regardless of any privacy laws. However, an annual odometer check would be acceptable to me. It would be easy to add to my state's annual safety inspection law.

Well.... I would love to argue with you and state they will build in safeguards.. I really would love to.. But I can't for..... I share your concern.
 
Most restrictions I have read concern only passenger and light truck vehicles.

Yah. Same with us in BC. And our date is 2040, so lots of time for the transition. Having said that I don’t think it will take that long. We are already at 12 percent of new vehicle sales being EV and there are no trucks yet...and there are tons of trucks up here.

It is changing fast here though. Driving through a neighbouring city here a couple weeks ago it seems like there were as many Tesla’s as Corollas. (Okay, a little exaggeration).
