I find that I have had two 6v interstate batteries in my garage for a year or more.  They are on a wood plank (not the cold floor) and still read 5v each.  After so long sitting w/o use do you think they are still good or likely sulfated by now ? 
 
You should try charging them and if your charger has a desulfation mode run that and charge again and load test.

Yes, any difference in state of charge will soon equalize between the two batteries.

Yes. You can hook them both in series and use a 12V charger.

5 volts is rather low (considered dead). So charge them up and load test them and see what you get.
 
Charged them up overnite and will just wait and see if they hold a charge.  Likely are dead as Mopar Man suggested.  I just let them sit too long.
