P30/P37 Rear Leaf Spacer Block

So while replacing my rear tires I noticed that the driver side rear leaf pack has a 1" spacer block between it and the axle and the u-bollts are 1" longer than the passenger side and have much more thread.

Question, was / is it common for the coach builders to add blocks to compensate for uneven build load ?
Any other P-series owner ever notice this on your rig ?

I have always disliked how high the rear end sits compared to the front, think I found part of the reason.
I have air bags so any uneven loading can be dealt with in a correct way, spacers blocks are stupid enough in general in any application but to only increase height on one side is even dumber.

The ride height in the front is good, sure it could use better coils, but at $360 a pair plus freight and my labor to install (which is free) it will wait.

The unit rides and drives good it's just ass-high, if the rear was at the height of the front it would be better.
