I have installed a new pd9200 converter in a rv with no coach batteries. My question is how to hook it up. Do I just run the -DC and +DC outputs to the fuse panel and ground the case to the chasis? Or do I have to run the -DC to the chasis too?
In that case you probably don't need it. Chassis ground is typically used for nearly all 12V systems. If you intend to ever power it from the tow vehicle you will need to have a chassis ground as all tow vehicles will use one.All component grounds return to the panel.

That is the #1 reason. At some point in the future it could save you or some new owner a lot of headaches if replacing or adding something to the 12V system.It just makes it easy to provide 12v ground without coming back to the negative buss bar.
