Most Visited Places of the National Park System in 2021

Of the top ten on the list, only two are classified as National Parks. That would be Great Smoky Mtns NP at #2 and Zion NP at #10

The Blue Ridge Parkway takes the #1 spot, the George Washington Parkway takes #6 (never even heard of it) and The Natchez Trace takes the #7 spot.

I don't think it is any coincidence that 6 of the top 10 are either drive-through roadways or single site memorials with little to no fees, and another is a recreation area around a man-made lake. This includes Great Smoky NP (US 441 to Knoxville).

Sites like that and national parks like Yellowstone et al are not really comparable.
