I've got 265/75-22.5 tires that Toyo says measure 38.4" inches inflated. My tape measure says pretty much the same thing.

Adco's Tyre Gard covers suggest two different sizes. The first covers a 36-39" diameter range and the other is the 40-42". I could likely do the smaller size in the rear and keep the larger size for the front since the hubcaps stick out off of the Alcoa wheels a little ways.

What do you guys recommend for sizing? What experiences have you had? Is there a better option than the Adco product that I don't know about.

It gets windy up here in Reno and I don't want to be chasing these into my neighbor's yard.

I don't recommend any tire cover that wraps over the tire. Too much heat due to lack of air circulation. The flat panels that mount to the edge of the wheel cut out are ok and may even help a little.

Or just a piece of 1/4" plywood and only on the sides which would see sun.

This is more of a "keep the weather off the wheels and there is no heat this time of the year" solution for me. The wind blows here in Reno and water is filling the rear wheel rims. It's also 35* on a good day. Heat isn't going to be an issue.

Thanks for the alternative solutions though.

The other brand seems to be PMD - see PMD Bus-size cover. I don't know any reason to choose Adco or PMD, or vice versa.

It's difficult to choose when your size is at the cusp like that, but I would probably opt for the larger size, just to make sure it fits easily. Your front/rear idea may work ok, though.

Tire covers are a bit of nuisance if you need to tie then down (pass the tie behind the tire), but that's not size related. I didn't bother with the ties after the first time, but wind wasn't a major factor either. Then I quit using the covers altogether,  so no more worries.

An alternate type of cover is the wheel well type, that attaches to the wheel well sides rather than draping over the tire. Some of them can be troublesome in high winds if they rely on magnets to stay up. MCD has a nice looking one, but they are pricey. Here are a few more, ain a nicer price range:
