Steel rings behind rims?

Ive included a pcture below these are the steel rings im referring too.  On my 1976 Itasca these rings are on the outside of the rims right underneath the lug nuts.  But arent these rings supposed to go underneath the rims right up aganst the hub, and the little pins sticking out are supposed to help locate the rims on the axle i thought.  Anyone know which way their supposed to go and why someone would put them on the outside maybe just didnt know any better.

If you are looking at what I think you are pointing to ....

Steel rings. as you call them. May be "Spacers" between wheels or between wheel and backing plate or centramatic balancing rings.. How they are installed... I can hot tell you since I don't have 'em.
 
its a quarter inch thick steel ring with 8 lug holes and 2 pins sticking up from it.  n the photo ts shown behind the lug nuts. heres what they look like on my rig

First, look at your wheels.  If the lug holes on the wheels do not have chamfers(ie, just straight drilled holes), that ring is supposed to go on the outside of the outside wheel(right under the nuts)to provide the chamfers for the lug nuts to seat into.  Should be a set on the front axle, too.
