Winnie chassis Ford E450. Looks complicated just curious as to it's name & function. 
Maybe some sort of Flux Capacitor but I haven't found the panel to set year and time for travel.

Gas or diesel?

It is either your catalytic converter on a gas Or it is your particulate filter with the regeneration system attached to it on a diesel.

It is part of the gasoline vapor recirculation system.  I was having a hard time refueling my e450 class c. I found a kinked line going from the fuel filler vent line to this system. Fixed it. Fueling problem solved.
 
Thanks for the answer.. A simple vent!

looks like venting equipment designed by the government for the government using citizens money!  Wonder if they installed it using a thousand dollar hammer?

That's not a Flux Capacitor.
