If the throw rod from the brake pedal to the master cylinder is too long it can cause the problem you describe. Maybe when you changed everything you didn't notice the tight fit. What happens is the master cyl does not fully return and prevents complete return of the pressurized brake fluid.
Before you spend one penny give the chassis a thorough inspection. If anything looks questionable tap it with a hammer. Safety glasses are a must, a face shield would be a good idea also.
I'd start by disconnecting, inspecting and cleaning all battery connections. This includes at the starter and any power distribution point. You can also check the voltage at the battery while cranking the engine, if it's high than indicated on the dash gauge you have a voltage drop, probably...
I'd return it to the dealer. If there is no concrete movement toward resolution of the problem in three days pursue cancellation of the sale. There's no reason you should have to put up with a run around.

Have you inspected the failed lines and chassis? If they are seriously rotted you may have a vehicle that sat unused for a couple of years or a flood vehicle.
That had happened on the boom of my crane. Fortunately I was able to leave it till
