I think Gary is spot on with the restriction being the amount of power available to this CG. Either an undersized transformer was installed or proposed for this application or the CG is located somewhere where only a certain amount of current capacity is being made available by the power company. The interjection of the word "code" could mean anything or nothing in this context.
