There is obviously an issue if the registrar needs to communicate with you. One way to deal with that might be to get one of the free throw-away email addresses.

How does one go about getting a domain in order to have an email address based on that domain....such as? [email protected]

I don't want to operate a website, but I'd like to establish "permanent email addresses" which don't depend on an ISP and can access those? email addresses through any ISP.

Steve - we been referring some business clients to a Canadian company called NetFirms. They have personal accounts as well that include in the e-mail area 10 pop 3 addresses, web mail, catch all forwarding, spam filtering, etc. In addition they have an a lot of db stuff and one thing we think that looks pretty good for web design in our initial look called NetObjects Fusion 7 which is free. The cost for the whole package is $4.95 a month. 6000MB disk space -300GB monthly transfer etc. http://www.netfirms.com/web-hosting-plus  A domain name is $4.95 or free if one goes to business package where they give you two free.

I use NetIdenity: http://www.netidentity.com/Default.aspx

Actually the boy child gave each member of the family their email addresses.  It costs somethingteen a year.
