Depending on the location of the converter and panel, you may want to look for a plumbing leak. The last motorhome I had, the panel/converter were located under the bathroom sink.
Offhand, if it is overcharging, I'd say it's the controller. Buy one that has a proven track record, such as a Morningstar. It doesn't hurt a bit to spend the little bit of extra money to install a temp sensor for your system.
I could understand a locking mechanism like that, but have a handle built into the upright to slide up and release it. Having to get down to floor level with a screwdriver is insane.
Dodges of that vintage use an ignition switch on the lower steering column. It's operated mechanically by a rod from the key lock cylinder. Those switches can act stupid sometimes after sitting unused for a while. New switch is probably $25 and about 20 minutes to replace.
Glad you got it fixed, and and as others said, thank you for letting us know what the fix was. It may be worth it to also correct the loose rivet others mentioned.
There is a piece at the bottom in the center of the lower mounting bracket that appears to support the shelving. That piece looks like it is bent outward at the top, possibly catching the shelving frame. (silver aluminum looking piece, below the white shelving frame.)
I have used Thetford Tank Blaster with great success. Mine required two applications but it worked. Don't get in a hurry, follow the directions, and let it do it's job.
One thing that I found that actually works is Thetford Tank Blaster. The fifth wheel I mentioned above had a pyramid from the previous owner and caused by a leaky valve. That stuff took care of it in a couple of applications. Be patient with it. Pyramids didn't happen really fast, and getting...
