There weren't fuel distribution networks, pipelines, or adequate rail to get fuel around the country for early automobiles. There weren't fiber optic cable networks or satellites or cell towers to handle the type of communication traffic we have today. There wasn't enough infrastructure 40 years ago to support adding another 100 million people inside the US borders. But that didn't stop anyone from buying or using a car, or the internet, or a cell phone or having a kid. The electrical infrastructure wasn't built so everybody in Texas could have an AC compressor or heat pump. Did that stop people from installing AC? Nope!
Using any electrical grid inadequacies to hide dislike of an idea is a pretty weak argument. Or it's an argument to never improve our grid and fall behind everyone else who will.
